I do not know of a hard, fast rule. It becomes complicated when the name is given completely and when it is also given as an abbreviation. The following examples are USUALLY true, I believe, unless (a) they are followed by such nouns as agent, affiliates, spokesperson, teams, schedules, office, etc. and/or (b) are used in headlines. There is an exception to every exception.
ABC
The American Broadcasting Corporation (not American Broadcasting Corporation)
ABC (not The ABC)
BSA
The Boy Scouts of America (Boy Scouts of America)
The BSA (not BSA)
CBS
The Columbia Broadcasting Service (not Columbia Broadcasting Service)
CBS (not The CBS)
IRS
The Internal Revenue Service (not Internal Revenue Service)
The IRS (not IRS)
NBA
The NBA (not NBA)
The National Basketball Associaton (not National Basketball Associaton)
UCLA
