Dab hand is British. I had not heard it before, but my guess when I read it was a hand that has a defect, injury, or disability. my intuitive guess is not true at all. Just the opposite--dab hand means very skilled at something.

It reminds me of having a "green" thumb, which means being skilled at gardening.
