Over, most of times, you use when you cannot touch, like :

The airplane overflies over me. // O avião sobrevoa sobre mim.
Now, i keep in touch with my family over the internet. // Agora, eu mantenho contaco com minha familia pela internet.

On, is more common when you CAN touch, like :

The book is on the table (you can touch the table) // O livvro esta sobre a mesa (você pode tocar a mesa.)
