Sim, pode ter o mesmo sentido. Veja mais exemplos:

In addition to "never seen before", you will also frequently hear "never before seen", which is perfectly acceptable.
Saying "brand new" doesn't have the same meaning, does it?
"This is a brand new movie"

Brand new could be used, but in the sense of "novo em folha/completamente novo/inteiramente novo/novinho"
For example, "you has been given a brand new car." (It doens´t mean "inédito" in this way.)
"The lieutenant was to lead a brand new platoon" (just created plattoon).
If you mean "novinho" it´s fine, wich sometimes intersects with the meaning of "novinho que nem pão quentinho".
As in: "the brand new movies batch that come in every summer" (that is, the just released movies, don´t matter if it´s a sequel or something.) Whereas "a never seen movie/doc about the creation of the "como eu digo isso em inglês?" feature. (would have a ring of "unprecedent" -would be "a first".)
