My question is: No matter what she does or It doesn't matter what she does.
By the way, It seems to be an opportunity to have a glance over the difference between a Sentence, a Phrase and a Clue!

Creio que o correto seria "it doesn't matter what they say", pois necessita de verbo auxiliar "Do" e um sujeito "It".
