needn't = When we say that someone needn't have done something, it means that they did it, but it was not necessary.

"Fewer" é usado com substantivos contáveis e "Less" com substantivos incontáveis.

He´s in jail, now we have one less thief at large.
He´s in jail, that's one less thief to trouble our streets


(although in Portuguese you can say "um a menos na rua" with the sense of plural (streets), in English is more natural to say "on the/on our streets".
