Near x By: Qual a diferença?

Ao dizer "O livro está perto do jornal" em português o correto em inglês seria:

"The book is near the newspaper."

ou

"The book is by the newspaper."

ou ambos estão corretos?

Existe também a palavra nearby (ao alcance da mão)
