You are sitting on the fence - Você não está tomando uma decisão.
He has sat on the fence - Ele não decidiu.
Quando você fala para alguém tomar uma decisão ou decidir-se, eu prefiro o phrasal verb "to make up someone's mind" ou mesmo "to decide". Exemplo:
"I've made up my mind,
Don't need to think it over
If I'm wrong, I am right
Don't need to look no further,
This ain't lust
I know this is love"

Correção: Você não pede para alguém "to sit on the fence", você apenas comenta que a pessoa "is sitting on the fence" ou "not supporting on side or the other", até alguém tomar uma decisão.Now you have to sit on the fence - Agora voce tem que,que escolher(fazer uma decisão)
he has sat on the fence - Ele tem vinso se decidindo
