Hello!
Bring up = criar no sentido de educar (deixamos education para a escola, OK)
Raise up = criar (uma família, seus filhos), pode até se sinônima ao bring up
Para diferenciá-las é legal ver exemplos, que podem ajudar pela colocação "collocation" (collocation são as palavras que habitualmente usamos juntas em inglês, não basta ser sinônimo, tem que dar "liga"
Bring somebody up
To care for a child, teaching him or her how to behave, etc.

A well/badly brought up child.
Bring somebody up to do something.
They were brought up to (= taught as children to) respect authority.
I was brought up a Catholic.
Raise (up) (especially North American English)
To care for a child or young animal until it is able to take care of itself raise somebody/something.

kids raised on a diet of hamburgers.
They raised her (as) a Catholic.
I was born and raised a city boy.
