Ex.:
Se o resultado da enquete fosse outro, não iria baixar nem subir o dólar.
Está certo que isso não vai fazer o dólar subir ou descer, mas é conveniente decidir logo.
Temos projetos importantes, temos outros que não vão fazer nem subir nem baixar o dólar.

Seria uma tradução literal?

The Dollar won´t feel any impact (won´t be weaker or stronger) regardless of the survey outcome/result.

But, given the latest developments in the world´s economy and politics, perhaps what you meant was:

The dollar won´t feel any impact (won´t be weaker or stronger) regardless of the referendum outcome/result. OR
The referendum outcome won´t have little relative impact in the value of the dollar.
The experts don´t expect any raise or decline of the dollar with the referendum outcome.


In slangy way (kinda The Sun journalese lingo):
The greenbacks aren´t expected to tumble with Britain votes to leave the EU.

Not an "enquete", though.
