Does the picture look nice on the shelf? look não deveria está com S por estar se referindo a 'picture', no caso, picture - terceira pessoa -> it (coisas)? Porque não "Does the picture looks nice..." ??

Nesse caso o verbo "look" está sendo usado em uma interrogativa e, então, perde o "s"
For example:
The picture looks nice on the shelf.
Does the picture look nice on the shelf?

É que o "does" já faz o papel de indicar que o sujeito está na terceira pessoa do singular, por isso não é preciso mostrar também no verbo.

Esse "s" só aparece na afirmativa. Sempre que o auxiliar "does" está na frase, mesmo sendo ela negativa, o verbo é infinitivo ou não flexionado.
Então:
Does the picture (photo) look nice on the shelf?
Yes, it looks nice on the shelf.
No, it doesn't look nice on the shelf.
