Quando alguém diz " vamos tirar a ideia do papel, vamos fazer isso acontecer" como um projeto. Como dizer ?

Não tem o mesmo significado. Na verdade, ''we need to get it off the scratch'' não é uma expressão natural. A não ser que um contexto original do inglês mostre isso. Prefira a opção "get something off the drawing board" para dizer "tirar do papel".
