Uma pessoa omissa é aquele que vê algo errado na frente dela mas acaba ignorando o fato, e não toma nenhuma atitude.

Usually we can say it´s "one/someone that turns a blind eye/condones some wrongdoing (condone deaths/torture of others/other being lied etc)
In legal terms (and if someone gets in some scheme, one could say that "one/someone/somebody that is involved into collusion".

Or in a more colloquial way (but not much) "someone/a guy that is conniving" (conivente)
Having some degree of complicity or being "negligent" would do in some contexts as well.
Being "an accomplice" has a ring of "aiding and abbeting a crime".
