Oi pessoal, como dizer em inglês:
- O time está tão quebrado que não está pagando nem visita.
- A Prefeitura, endividada, não está pagando nem promessa.

Significado: não está pagando ninguém, está dando calote geral.

1) Here just a joke:
-The (name of the team here) is going to change his name to crime...
-Why?
-Because Crime doesn´t pay. Ha ha ha.

O verbo mais indicado aqui me parece ser "To bilk":

Bilk - Obtain or withhold money from (someone) by deceit or without justification; cheat or defraud

Calotear - não me lembro de ter visto antes nem em português nem em inglês.

In this site I found the act of not paying - let´s be polite "of failing to pay" - in a word: deadbeat.
Wether by design or not. I mean, be it on purpose or not.
And with sport teams it´s not different.
