Ramble> é uma palavra mais genérica, tem sentido de passear principalmente em florestas e bosques(explorar).

Hang out é um phrasal verb, tem sentido de Sair,passear. principalmente com amigos.
> maybe I'll hang out with him tonight.
> I love hanging out with my brother, we always have fun!
> You got to hang out with them, you can't stay inside this room all day long!
