Quando usar UP depois dos verbos
Eu sei que o UP depois de verbo vira phrasal verb. Mas tem uns casos que eu fico meio confuso.

Por exemplo:
I picked up a copy of the newspaper at the store.
Por que não pode usar simplesmente o PICK (sem o UP) que também significa pegar?

Outro exemplo:
Hey guys, wake up now, We need to clean up the house.
Por que não usar simplesmente o clean que também significa limpar?

OBS: Eu sei que tem casos únicos que SÃO phrasal verbs, tipo get up, wake up e etc.

Como você mesmo já observou, há casos onde "up" forma phrasal verbs; em outros, há como traduzir "up" no seu sentido literal mais comum: para cima.

Vai depender do contexto. E a percepção disso (quando será um phrasal ou não) será adquirida por você com o tempo de convívio com o idioma. Não há regra. Não há formula mágica. É preciso colocar a mão na massa para conhecer o inglês de verdade.

I picked up a copy of the newspaper at the store. [neste caso, "pick up" é um phrasal verb que significa "comprar".]
Eu comprei uma cópia do jornal na loja.

Se você usar apenas "pick", no exemplo acima, o sentido passa de "comprar" para "escolher".

Quanto ao verbo "clean up", ele difere de "clean", pois "clean" é usado para se dizer simplesmente "limpar". "Clean up" é um phrasal com um sentido mais específico, que é "fazer uma faxina, limpar e deixar tudo em ordem."

And there´s the "up" used after some verbs, that indicates that something is completely finished, removed, or used. Regardless whether it is a phrasal verb or not.
Conversely, sometimes it means that something is full to the brim as in "fill up with gas". Or entirely as in "healed up".
It works almost as if it was an emphasis to the verb.

The hump of a starving camel may flop over, and hang down the side of its body as the fat is used up.

"I thought Harrigan was supposed to help me finish up this Byrne case," Dean protested.

Ronda Rousey is healed up and enjoying Thanksgiving.
