The verb "to arrive" can be used in both cases, however, when we use a preposition before it, we will just add more information in order to complete the sentence.
Let's check some examples:
He arrived at the mall at 08:00. = He got to the mall at 08:00. = Ele chegou no shopping center às 08:00.
He arrived late in the USA. = He got late to the USA. = Ele chegou tarde nos EUA.
