Seria: "is", a forma correta, mesmo tendo a ideia de plural esse nome coletivo é tratado como um só.

Family = família
O plural de family é families e, usa-se quando se está a falar de mais de uma família

Exemplo:
Bullying. Peer pressure. Drugs and alcohol. Abuse. Materialism. Multiculturalism. Humanism. Media.
