Him that were over when their mother... - Tradução em português

Pessoal, estava assistindo a uma minissérie britânica e me deparei com a seguinte frase: " Him that were over when their mother were dying"

A frase é assim mesmo pois estava na legenda. Ou seja, 2 pessoas conversando sobre outra e de repente, uma delas citou isso. Gostaria de saber por que:

- o 'Him' está no início ao invés de 'He'
- a palavra 'Were' foi utilizada ao invés de 'Was
- o que quer dizer 'Were Over' nesta frase

"Were over" must mean "were finished/were ruined".
I don´t know the context, but sometimes there are sayings that are used almost like this:
He who knows nothing doubts nothing.
Perhaps the person has used this effect and "Him" instead of "he". Thus meaning "He who that were over when their mother were dying". Perhaps an impromptu saying that didn´t exist before...with some situation at hand.
Anyway I am interested to know what others will say...
"Ele estava acabado enquanto sua mãe estava morrendo".

Cara, acho que essa não é a primeira palavra da sentença. Nem mesmo no inglês informal eu consegui achar algum exemplo de "him" no começo. Creio que essa seja uma segunda parte de uma sentença.
Essa foi difícil de ajudar, nunca vi essa forma.

I am inclined to accept the version of Breckenfeld here, Him that were over there...(instead of "he who was over there...).
Sometimes an English speaker doesn´t use standard English, more so when he has just learned or is in the process of learning, and there are some people that "choose" to use English as they wish.
Plus, people speaking "on the fly" don´t exactly follow grammar rules, as in Portuguese (and in any language, for that matter).
