Ótimo post, Donay! E como dizer que uma pessoa é um “tapa-buraco”, no sentido de ser ‘só uma segunda opção’ (ou um ‘estepe’)?
Exemplo: João é um professor medíocre. Ele é apenas um tapa-buraco quando algum outro professor falta.

Some more ways to express the "tapa-buraco" (solução improvisada, temporária) would be "a quick fix/stop-gap solution" or even "bandaid" (not to be confused with the trademark BandAid, the adhesive bandage) a temporary solution to a problem.

Short-term fix.
To the example of the teacher it could be in general conversation a substitute, substitute teacher. We can also mention (colloquially) the fact that a teacher is "covering" another. As pointed out by Daniel comment elsewhere on this Forum.
To a professor (someone that teaches at a university) in more formal ways it would be adjunct teacher. Thanks Maryziller for letting me know.
In other professions we could use "a replacement".

Actually most of the time there is a "resurfacing program", not an ad hoc 'operação'...which is associated with quick-fixes.

Os termos que você mandou me parecem soar mais como “gambiarra”, mas na verdade eu estava buscando um termo mais pejorativo (como algo/alguém inútil, desnecessário ou dispensável). Acho que a expressão que mais se aproxima disso seria “the third wheel”.

Yeah, precisely that. Because I don´t think they would get a mediocre teacher to fill in the shoes of a regular one, let alone to be a stop-gap solution every time another teacher doesn´t show up or takes leave...
It would be disrespectful to the pupils, the parents and the school itself (not to mention society itself). A principal wouldn´t do that, or perhaps would, one never knows!
