O conceito de bairro em inglês é diferente daquele que conhecemos no português. Além disso, existe mais de uma opção para se expressar esta ideia, sendo o contexto - como sempre - o que vai definir o que você irá utilizar na hora de se comunicar.

A primeira opção (a mais comum em linguagem do dia a dia) é neighborhood, que ao pé da letra significa vizinhança, mas que na prática serve para se dizer bairro.

Neighborhood não é o bairro exatamente da maneira que conhecemos, pois não é definido por tamanho, não possui delimitação física. Um neighborhood (bairro) em inglês pode ser a rua que você mora, as ruas ao redor, ou mesmo um pequeno vilarejo. É mais no sentido de conhecer as pessoas à sua volta e fazer parte do lugar.
  • I grew up in this neighborhood. [Eu cresci neste bairro.]
  • Which neighborhood do you live in? [Em qual bairro você mora?]
  • I live in a quiet neighborhood. [Eu moro em um bairro tranquilo.]
  • The people in my neighborhood are so nice. [As pessoas no meu bairro são tão legais.]
  • She and her kids live in a dangerous neighborhood. [Ela e os filhos moram em um bairro perigoso.]
Saiba que você pode encontrar também a opção hood, que é uma gíria em inglês americano, usada no lugar de neighborhood.

Se você for traduzir bairro para o inglês, no sentido de uma região delimitada, como bairro de Copacabana ou bairro do Leblon, você pode utilizar Copacabana area ou Leblon area.
  • She lives in the Copacabana area. [Ela mora no bairro de Copacabana.]
  • They moved to the Leblon area. [Eles se mudaram para o bairro do Leblon.]
Quando se trata de um bairro com características especiais, usa-se quarter: The Japanese quarter (o bairro japonês) ou the Jewish quarter (o bairro judeu).

Outra opção é district, que é mais formal e utilizada em contextos administrativos, jurídicos, oficiais. Neste caso, uma tradução mais pertinente para district seria setor.
  • Six police officers are in charge of the district. [Seis policiais estão encarregados do bairro (setor).]
Para se dizer do bairro (farmácia do bairro, padaria do bairro, etc), usa-se local: the local drugstore (a farmácia do bairro), the local bakery (a padaria do bairro).
  • We only buy at the local drugsgtore. [Nós só compramos na farmácia do bairro.]
  • The local bakery is being renovated. [A padaria do bairro está sendo reformada.]

  • I live in a quiet neighborhood. (Eu moro em um bairro calmo.)
  • The people in my neighborhood are so nice. (As pessoas no meu bairro são tão legais.)
  • She and her kids live in a dangerous neighborhood. (Ela e os filhos moram em um bairro perigoso.)
  • This neighborhood is a long way from here. (Este bairro é longe daqui.)
  • Is Capitol Hill the most beautiful neighborhood in Denver? [Capitol Hill é o bairro mais bonito de Denver?]

Não recomendo o uso de "suburb"; "district" seria outra opção.

The concept of "bairro" does not exist in the USA. Neighborhood? Neighborhoods rarely have names and/or clearly defined borders. A neighborhood is merely the general location where one lives (let´s say within a block or two of the house in question). The limits are very vague and vary from one person´s concept to another. If I live near the corner of First Street and First Avenue, and if you live near the corner of First Street and Sixth Avenue, it coud be argued that we live in different neighborhoods. Even two blocks might put you in another neighborhood. Suburb? Suburbs are often cities. District? A district is almost certain to have a defined border of some kind.

I don´t know so much about all "bairros" in America (USA), but in 2 cities that I've been, there were many, many hoods, that means almost like a "bairro" in one area.

Examples: South Beach (Sobe), North Beach (Nobe) in Miami Beach, Little Havanna and Coral Gables in Miami Dade, DUMBO and Williamsburg in Brooklyn, one of New York Boroughs, Greenwich Village and Chelsea in Manhattan, Astoria in Queens, all of them seemed to me like a "bairro" in each borough or city.
I'm part of one group on Facebook that is exaclty of PLG hood, that means Propect Lefferts Gardens neighborhood, in Brooklyn, New York.

That's why I prefer to ask in which/what hood someone live.

I am having the same issue. I need to translate bairro into English.
In this case "bairro" refers to an area with its own particular lifestyle, so "neighbourhood" does not work as it tends to reflect a vicinity of the place you live.
Perhaps "borough" or "hamlet" could be the proper translation.
Borough is the British equivalent but it can also define an administrative area of a City or Town.
Hamlet has a touch of literary and might ring the bell when you want to refer to that particular lifestyle one can find in every Portuguese "bairro".
Distric, if referring to an official subdivision. It has an official name.
Neighborhood, if referring to the community regardless of having an official name.
