Where X In which - "onde" apenas para lugares?: Qual usar?

"In Texas, we base our policy decisions on sound science and what is ultimately best for our citizens. Man-made global warming remains but a theory and one where thousands of scientists remain sceptical. It would be irresponsible to put our entire economy at risk based on unproven science.

No português padrão, o pronome "onde" só é utilizado para se referir a lugares. No inglês, não há essa restrição? No lugar de "where", eu poderia usar "in which"?

Usage: It was formerly considered incorrect to use where as a substitute for in which after a noun which did not refer to a place or position, but this use has now become acceptable: we now have a situation where/in which no further action is needed.

De acordo com essa explicação você pode usar "in which" no lugar de "where".
