Sempre usam very much.

It rained a lot in the winter.
It didn't rain a lot in the winter .
Dit it rain a lot in the winter?

Yes, you can use "a lot in affirmative, negative, and interrogative sentences:

It didn't rain a lot. (the rain passed and it wasn't a lot).

I didn't find a lot of time for drawing these days as I'm preparing for my last exams at university

It hasn't rained a lot. (you think in terms of "recentness" for lack of a better word right now, in this sentence could end in "lately").

It hasn't rained a lot this year.

Has it rained a lot this year?

Has it rained a lot lately?

They don't have a lot of money.

I don't have a lot of friends who live next to me.

I don't like a lot of salt in my food. (meaning - I don't like MUCH salt in my food).

Well, my expectation is that I have proved you can use "a lot" in such sentences.
