Eu aprendi que umas das regras para usar o simple past é contextualizar a frase em um período que ficou no passado. Dessa forma, a frase a seguir não deveria estar no simple past?:

Here the simple past perfect is used because the focus isn´t on the duration of the action/event, but what happened before a certain time in the past. It indeed emphasizes what happened, not the duration of the event or something chronological (apart from the fact that it happened sometime ago or awhile ago).
So, the current example focus on what happened before before today - or before the statement I am making right now. (yesterday I announced something and while doing so I had forgotten the coffee breaks...)

É simples, você aprendeu ou está aprendendo os tempos verbais em termos básicos, ótimo! Agora essa nova fase é de "sentir" os detalhes, e nesse caso o detalhe é que o foco não está primariamente na cronologia, mas no fato em si, no fato de ter esquecido de mencionar/anunciar "a parada pra o café/o descanso pro café".
Isto é o que mais importa no momento da fala, ninguém irá ligar para o quando neste momento, uma vez que ele está se explicando/justificando, e portanto deixando informado aqueles que porventura não tenham essa "nova" informação. Por outro lado, não são todos que desconhecem, ele admite que alguns souberam/tomaram conhecimento da mensagem.
