Gostaria de saber se há alguma regra para usar o “for” na hora de se desculpar e se poderia ter usado o “for” na segunda frase.

Usamos "(I'm) sorry for..." para nos desculparmos por algo que fizemos. Como "for" é uma preposição, o verbo que vier em seguida recebe o -ING.
Outro exemplo: "I’m really sorry (that) I forgot about our appointment yesterday." (cambridge)
Sim, "for" poderia ter sido usado na segunda frase. No entanto, a estrutura muda um pouco.
"I’m sorry for not telling you I loved you when I know I did." [Desculpa por não te dizer que te amava quando eu sei que amava.]

I was just wondering whether I could or couldn´t do that, to me both ways would be fine. In practice I loved her and love her now, but it could be a situation in which I regret that I didn´t say that to her and I loved her at that given time, but I don´t love her anymore.
