"Be spent" x "Has been spent": Qual é o correto nas frases?

Hello guys!

Which phrase is correct (or more correct) ???

Do you think that less money should be spent on the military?
or
Do you think that less money should has been spent on the military?

Can you explain to me why ?

The second phrase should be "should have been spent", but otherwise they are both correct. The first one is present/future and the second one is past tense.

The second sentence is not on present tense as in the first sentence, the second in on the past perfect tense.

Both senteces are in the passive voice.

Actually, this second sentence is not on past perfect -
past perfect is - had + past participle of the verb.
It's on present perfect because it has a action that comes from the past, that's why dlr told us that the tense is on the past.
