Após ler uma mensagem aqui no fórum sobre o uso do To no - I'd love to - . Eu lembrei de um trecho de um livro que eu li. A trecho era:
…Suddenly the room was silent and everyone turned to look at me I could not understand why they all looked afraid. Don’t go there; someone said. BUT I HAVE TO, I answered….
Neste caso, "Go there" está omitido em But I have to ( go there ) - Mas, Eu tenho (que ir lá)-
È o mesmo caso ( regra ) do:
Do you like to go with us to the movies ?
Yes, I'D LOVE TO.
È........ ou Não....... ?

Em inglês, usa-se "but I have to" para se finalizar frases onde há necessidade de que algo seja feito evitando a repetição do verbo, é caso similar a "I'd love to". Veja:
Diálogos:
Someone: Don't go there! [Não vá lá!]
You: But I have to (go there). [Mas eu tenho (que ir lá) ]
John: I don't want you to call her!
Mary: I know. But I have to [call her!]
