No contexto "telefonar", tanto "call" quanto "call up" podem ser usados.
Exemplos:
- I will call my friend = I will call up my friend = Vou ligar/telefonar para meu amigo.
"Call" pode ainda ser usado em outros contextos, por exemplo:
Sheila was just sneaking out when her mother called her.
Sheila estava saindo de fininho quando a mãe dela a chamou.

Achei esta resposta no Yahoo! Answers. Na resposta o expositor deduz que a primeira forma (call) se usa formalmente e a segunda (call up) informalmente.
