Como se fala agua velha em inglês ? Por exemplo a agua da piscina está velha e prescisa ser trocada?!

Existe o termo stale para se falar de velho no contexto apresentado.

Stale: not clean, clear, or pure : having an unpleasant taste or smell. (merriam-webster)

Exemplos de uso:
  • A água da piscina está velha e precisa ser trocada. [The water in the swimming pool is stale and needs to be replaced.]
  • He drank some stale water and felt nauseous. [Ele tomou água velha e sentiu ânsia de vômito.]

You could express that by stating that is it´s "old" water and need to be disposed/changed.

Of course, and in some circumstances one can say that indirectly, so the water is darker than usual.
Other ways: it´s (the water) is green tinged/it´s dirty/dirty green/green and smelly/very dirty and stinking badly/dark green in colour/slimy/brown/cloudy/yucky/cloudy/foggy...
