to be filed off (Using a file)
to be ground off (Using a power handtool, a grinding wheel, a grinder)

"To be scratched off" is not acceptable. The numbers are too deep to be scratched off. They must be filed or ground off. Even with filing and/or grinding, it is sometimes possible to use a microscope to read the numbers.
