Nós o chamamos de carrinho de feira, I guess! Mas como é chamado por um nativo americano?

Do you mean a "trolley dolly" cart?

Looks like "trolley dolly" is not an exclusive British word, not to Wall Mart in Coffeyville (in Kansas) by the said road.
Running a search with the keyword "trolley dolly" we find plenty of them: laundry trolley dolly, grocery cart dolly.
From what I saw there a "hand truck" would apply to carts we could put boxes, for instance, reinforced sort of. But sometimes they use the term interchangeably.

There are 'dollies' too, the flat wheeled platform in which we can put loads in it and then push them around.

The word not foreign to pilots and cabin crews, they have a site named "confessions of a trolley dolly", mentioned in a fun story ran in the Newsweek magazine. Fun to us at least..., well 'horror stories'. As they described them. :-)
