It would be something like: "President has stretched the waiting time until when journalists began to charge him"?

I'd rewrite your sentence:

"The president extended the waiting time even when journalists started charging him."
Begin and start are synonyms in the context, but I preferred the second. Just a matter of choice. Lol

Mas charge é cobrar (no sentido de pedir um valor por um produto ou serviço).

Cobrar, no contexto do presidente, seria melhor como:

O presidente alongou o tempo de espera até quando os jornalistas começaram a cobrá-lo.
The president waited until the journalists started to ask and remind him about things. (maybe things that bother and annoy the president)
