I think it was used in a specific case and it applies to a certain time.
So a meta-reading referencing something a child like Chaves would be experiencing. Perhaps spanking by a sole parent, bullying by the colleagues, having to fend for themselves, being misinterpreted in their actions, not having proper love and attention, etc.

"At barrel condition" is supposed to an equivalent to "a poor child that lives at the edge of society", Chaves is a street child of sorts, the plot is somehow optimistic going beyond the kid limited wardrobe, being at the streets and all.

Indeed "child left behind" would be the point of a meme. Overall a child who has to find a way of playing on their own, for seveval likely reasons.
For example, a child that is 'left behind' because their (immigrants) parents are gone to another country for work. There is, they are separated from their parents because of some event.
