One other way to express that (in other context) is that somebody "is insisting on something that is clearly a lost cause." (despite the setbacks, the hardships, and the odds).

Of course as the beauty is in the eyes of the beholder, the "lost cause" in the in the mind of who is mentioning that, or collectively - the group that is pointing that out.
