Nenhuma. "Domínio" nesse contexto não deve ser traduzido para "command" se estiver sendo usado como verbo (dominar). Nesse caso é recomendável e comum usar o verbo "master".

"mastering a language" would be an apt expression. Master a language - depending on the situation.
Mastering a language in a passage:
Key note – mastering a language takes monumental time and energy; while it is an attainable goal, it's more of a slow burn that will take years.
Most of the time by "mastering a language" people mean '"mastering a second language" (other than their mother tongue).

But obviously, something with "I wonder how would I improve my chances of scholarship without English as a second language/without studying that language", etc.
But it comes to my mind: how am I going to get the best scholarship in the world without mastering the English language

By the way "command of language/of the language" is an acceptable expression, sometimes (to me) it suggests a level of fluency (but then it would be my way of using it). It also suggests (to me) an event that we talk about "after the learning" hence Leonardo´s mentioning of context.
Anyway, it´s used in that sense of "conhecimento da/de língua" as well "domínio do idioma". So, it can be used as well, we didn´t meant it´s wrong, but that context can be useful to make one´s choice of words.
