Tentei traduzir o seguinte texto,mas o resultado em inglês me passou a impressão de ser literal demais e tenho receio de ficar não natural para outras pessoas.
"E some-se a essa dificuldade o fato de não serem permitidas..."

Gostei da "To add insult to injury", pois parece bem coloquial.
Mas, como falava de um processo sendo realizado, seria interessante não usar no infinitivo...

Normalmente, a construção em inglês americano da sua frase seria: "And to add insult to injury,... "
Creio que "adding insult to injury" seria aplicável se a frase fosse uma oração independente, que não é o caso no seu exemplo.
