Neste caso, a minha sugestão para se dizer "eixo" seria "area". Não recomendo o uso de "axis". Então, "o Eixo Rio-São Paulo'' equivale a "the Rio-São Paulo area''.

Esta também é a recomendação do Reverso Collins Dictionary.

O termo 'axis' cabe bem quando se fala de um 'poderio locomotor' de algum tipo -- militar, político, diplomatico, economico, etc. -- como em "the axis London-Paris-Berlin".

It's a strong metaphor (in English) if you're going to talk about other regions 'revolving' around it, being 'driven' by it. And it's an expression (in English) generally reserved for well-known connections (the Axis Powers, the "axis of evil" invented by Bush, etc.), so we wouldn't normally speak of some lesser known interconnection as an 'axial' region.

So, in terms of proportion, I agree that the terms suggested (area, region, circuit, corridor, etc.) seem more appropriate.
