Can I either use this sentence in a literal way, such as "he said for you to call later", or is there some very sentence for it?

A opção "he said for you to call later" está correta.

De fato, as 343.000 instâncias da estrutura "he said for you to" no Google fazem dela uma estrutura bastante comum e encontradiça no inglês informal. Tentei encontrar a diferença entre "said for you to" e "asked you" (uma estrutura possível) em sites de gramática e eu só não encontrei a diferença, como também não encontrei nenhum site.
