Como dizer "fazer e acontecer" em inglês

Olá, pessoal!
Existe alguma expressão em inglês equivalente à nossa "fazer e acontecer"?

Exemplos:
1) Ele saiu apressado, alterado, dizendo que ia fazer e acontecer naquela reunião - espero que não seja demitido.
2) Eles vão aos blocos carnavalescos para "zoar" tudo, fazer e acontecer, mas nunca fazem nada, apenas gostam de aparecer.

Espero que os contextos estejam claros.

And also.

She said she would do as she pleased.
She said she would do and say wathever she pleased in that meeting.
She said she would raise a stink in that meeting. (here she is going to complaint loudly about something...)

Como é inglês?

A pergunta, romantizada, se refere, impacientemente, tanto o homem como a mulher, à pessoa que gosta, mas esta enrola e não diz ou não faz nada, não age, após saber, por uma mensagem escrita que é desejado, ou seja, está sendo amado, mas não dá bola por quem o ama, o revelou, dando bola para outras (ou outros). Então, a pergunta em questão é feita como forma de saber do porquê não faz acontecer logo, não chega, não reage, não vem beijar, não se relaciona comigo, por exemplo.

It can be expressed in other ways, of course.

If I understood the question it was something to the effect of "faça acontecer/chegue nela" (não seja tímido - ou até estúpido de deixar passar, etc).

Perhaps you mean the following:
Why are you/he (is/are) giving mixed signals, why he never lets me know where he stands? He is like he is ignoring me whereas he gives lost of attention to other women. Why he seems like pretending to play hard to get? Or could be that he is really playing hard to get - not just pretending?

It´s worth noticing that "be all mouth and trousers." is to "fazer e acontecer..." , the second sentence of NA_Menezes.

Aquele que diz que vai fazer e acontecer. (SQN- só que não!)

By the way, I learned "all mouth and trousers" is a British expression, its American counterpart would be "be all hat and no cattle" or "big hat no cattle". That goes to the habits as well, a show-off kind of person with nothing to back it up.

This guy fell for the big hat no cattle syndrome, he bought a nice car that guzzle like a tank, but he can´t afford it. It´s just for show!
