Acho que a expressão "fazer caridade com dinheiro dos outros" se encaixa nesse contexto.

"Fazer gentileza com o chapéu alheio"
Ou, como é mais comum no interior de SP "fazer viva (acenar, comemorar) com o chapeu alheio" expressa justamente um contexto de: gabar-se por um feito do qual o sujeito nao teve grande participação, nao era merito dele ou utilizou apenas de recursos de terceiros e ficou com os resultados, fama ou gratidão de alguém.
Ou, como é mais comum no interior de SP "fazer viva (acenar, comemorar) com o chapeu alheio" expressa justamente um contexto de: gabar-se por um feito do qual o sujeito nao teve grande participação, nao era merito dele ou utilizou apenas de recursos de terceiros e ficou com os resultados, fama ou gratidão de alguém.

The saying To be generous with other's money or To be generous with other people's money is quite seen in political or ideological parties, when they accuse or charge each others by spending public resources or money instead of showing proper results to the nation.
Just for curiosity, other people's money is often abbreviated into OPM and it is considered a slang term in business area. It reders to financial leverage, in other words, a borrowed capital which is used to increase the potential returns as well as the risks of an investment. OPM can be used by individuals or by corporations.
Another possible answer is to steal someone's thunder. It is an idiom to refer to do what someone else was going to do before they do it, especially if this takes success or praise away from them.
