Olá !!!
Soltar a franga = "To paint the town red" nada a ver né?! rs.. expressão idiomática !
Num sentindo um pouco mais recatado da frase vc tb pode usar "To let your hair down"..
É no sentido de soltar-se.. não ter vergonha !!
Já ouviu a música "Girl, put your records on " da Corinne Bailey ?? Ela diz :
"Just go ahead, let your hair down.."
"Apenas vá em frente, solte-se.."

Dicas:
1. Let yourself go: soltar a franga (relaxar, aproveitar, se divertir)
2. Camp it up: soltar a franga (geralmente usada para se referir a pessoas homoafetivas)
Let yourself go, John. Learn to enjoy life.
Solta a franga, John. Aprenda a aproveitar a vida.
He really camped it up on stage.
Ele soltou a franga no palco.
Bons estudos.
