I was talking to an American friend the other day about these expressions and he told me that even though two-dollar bills exist (though not common), a lot of them say: (as) phony as a two-dollar bill. A little weird, isn't it? :D

You're right buddy. But when it comes to expressions I don't think there's such thing as 'right' and 'wrong'.
Be on the safe side and use the three-dollar bill expression, though. My only point here was to go a little deeper on the topic!
