For your question, Yes, the same feeling.
We say it to somebody that is getting mad/angry for any reason.

In Portuguese people say it informally, especially to friends when they´re worried about things you don´t consider important.

Hi folks

Although "Don't worry your pretty little head" is a bit condescending, I don't think people would usually get upset about it because it is a fairly well-known expression.
