"Não estou conseguindo colocar a minha pipa no ar" em inglês pode ser:
1 - I'm not being able to put my kite in the air
2 - I'm not getting to put my kite in the air
3 - I can't put my kite in the air
4- (do you have a better way to say it ?)

Opção incorreta. Não se usa being able to desta maneira, na forma contínua. Você poderia dizer "I'm not able to put my kite...". Mas essa opção é bem menos comum.1 - I'm not being able to put my kite in the air.
Esta opção talvez seja usada no sentido de 'não aparece uma oportunidade para eu colocar a pipa...'. No entanto, ela se limita a oportunidade.2 - I'm not getting to put my kite in the air.
Essa opção é a melhor. É correta e, dentro de um contexto, expressa a ideia de 'não estar conseguindo'. Sugiro usar "just" (I just can't put my kite in the air). Você poderia dizer também "I can't manage to put my kite...". Essas duas últimas opções são as melhores.3 - I can't put my kite in the air
