De "nebuloso" este foi o primeiro que veio em minha mente, mas indo mais a fundo pelo dicionario longman vi que estava errado mesmo:

Foggy tem o sentido mais de natureza, ou seja, vem de nuvem, neblima, nebula, nebuloso...
