I'm wondering if there is any logic to the way we use these expressions.

If we interpret these expressions to mean "the most we can say about" [best], or "the least we can say about"[worst] something, we should be using "most/best" if we're going toward the positive end of the scale, and "least/worst"] if going negative.

This is, at the very least, disrespectful. = The least we can say is that this is disrespectful.
This is, minimally, disrespectful.
This is, at a minimum, disrespectful.

Sometimes you see expressions using both "at best" and "at worst", that set the upper and lower descriptive boundaries about something or someone. For example,

His statement was at best selective and at worst deceptive of the facts.
