My two cents´worth.
-I want to hold my little brother.
-Later, after a month you will do (I´ll let you hold him), ***because his (the baby) bones are very soft. *It´s safer with me now, only mommy knows how to hold him. (or any excuse: like "he only want mommy for some time etc/after a month he will know you and you won´t cry or don´t be afraid, etc...)
*this part is on the way of an explanation, dependind on the age of child and their development, the first part would do.
***because his head is soft. (if there´s the likelyhood of the concept of bones being beyond the child understanding...)
