It's not that simple.

It's a serious matter.

Essa expressão é meio rara, não é? Se não fosse a resposta do Donay em inglês, eu não teria certeza sobre a definição!

Vivendo, lendo e aprendendo^^

Encontrei no Google frases com "bottom of the issue":

Ex: The bottom is still a long way off.

Ex: Now we're getting to the real bottom of this issue.

Ex: We haven't gotten to the real bottom of this issue yet.

Ex: The bottom of this issue is still a long way off.
Este é idiom ideal:

Theres more to it than meets the eye - O buraco é mais em baixo

Theres a lot more to it than meets the eye - O buraco é bem mais embaixo, o buraco é muito mais em baixo

Mas também dá pra dizer:

The problem is way trickier than it seems / this is trickier than it seems
Guys, sometimes, not all Brazilianisms have perfect correspondence in English, BUT... We can coin a few, can't we? After all, we are that good. So, for "o buraco é mais embaixo", I'd say "rock bottom always has a basement". And if you want to go further, you can complete it: "And the basement has a trapdoor". I hope you like it. There's plenty more where that one came from.

Sometimes "is not as easy as it looks" or "it's not as easy as you think it is." or even "It's not as easy as you might think." will do. It depends on the circumstances.

Other times you could just state that "it's no easy task" if you are stating a general fact/opinion.
