Como dizer "Ofício (o documento)" em inglês

Estou com uma dúvida, como falamos "oficio" em inglês? Me refiro a oficio como "comunicação entre autoridades da mesma categoria, ou de autoridades a particulares, ou de inferiores a superiores hierárquicos, caracterizada por obedecer a certa fórmula epistolar e pelo formato do papel".

Achei o termo "official letter", ele estaria correto?

"Official letter" works perfectly if it's to or from governments, or government agencies, or established institutions, or their leaders or officers, and is serving some direct ("official") purpose relating to those entities.

"Formal letter" is also pretty common for generic but formal correspondence between legislators or any given agencies or even businesses.
