Queria escrever Papai Noel está vindo?, mas não sei se é "Santa is coming?" ou "Is Santa coming?". O is é antes ou depois de Santa?

O "is" vem antes porque é uma pergunta... O amigo de cima deveria ter esclarecido isso antes de tudo.

Yes, it´s correct to say "Is Santa coming?" Perhaps in a more flowery way, the children would say "Is Santa coming for us too?" (I have found such a sentence).
Less used (and sounds more impersonal a little bit), but no one would sue if you use it: "It´s Santa coming here?" ("here" by way of example.)
